Monk es graduà en un Màster en Filosofia per l'Universitat de York en l'any 1979. Posteriorment va obtindre un Màster en Humanitats en l'Universitat d'Oxford.[2]
Guanyà el Premi John Llewellyn Rhys en 1990 i el Premi Duff Cooper en 1991 per la seua aclamada biografia de Ludwig Wittgenstein, Ludwig Wittgenstein: The Duty of Genius. La seua biografia en dos volums de Bertrand Russell es va publicar en 1996 i 2001. La seua biografia de J. Robert Oppenheimer es publicà en l'any 2012.
Des de 2012 ha escrit ocasionalment per al New Statesman, contribuint en artículs sobre filòsofs i sobre el veganisme.[4][5]
En l'any 2015 fon elegit membre de la Royal Society of Literature.[6]
